Proposal for rural safe water suppliy to rural communities in States of Nigeria and by extension Africa. Incessant conflicts and brutal wars as bad leadership and large-scale corruption by African leaders have jointly devastated and under- developed Africa. These exigencies have led to the very pitiable state of abject
poverty in which well over 70% of the African people live.

Decade after decade, the best that can be heard about Africa is constant in one country or the other with the attendant increase in the number of deaths, refuges the homeless, increased disease and epidemic and deteriorating standard of living.

While majority of the people in Africa are only managing to eat one meal a day, their leaders have more than enough. So many people in Africa today are as they were 20 years ago. This is because they are obviously deprived by
uncaring leaders. With such human deprivation, the people no doubt live in pains and continuous poverty.

From one country to another in Africa, the people are denied the basic necessities of life – food, shelter, water, good health, clothing, education electricity and economic environment. This pathetic state of things has made life most painful and equally unbearable for the people.

Hardly any African country has provision for social security for its people. Shelter is made lightly costly and naffordable for the people. The government does not make provision for that. Social amenities and infrastructural facilities are in constant decay and deterioration with no resolve and determination by the leaders to amend and arrest the situation in order to better the people’s lives. Every person consigns his life to fate.

In Nigeria, for instance, the people, particularly those in the rural communities are living in very deplorable and pathetic condition. Suffering and hardship are hardest on them. Their social and economic levels of living are at lowest ebb. Source of live hood and economic empowerment are conspicuously inexistent making their lives meaningless.

Rather, worrisome is the seeming government’s lack of knowledge of the difficulties the people are going through. This can be explained through the attendant non-challant attitude towards ameliorating the situation.Provision of safe water to the people is one important area of life where the government’s attention is lacking both in the urban areas in Nigeria and other parts of Africa.

No government in Nigeria, past and present has deemed it necessary up till date to have a comprehensive health policy for the people with particular reference to the provision of adequate safe water to the people.

Welfare facilities are hardly adequate due to lack of adequate planning and implementation by any government at any given time. For a nation that does not have a social security provision life is bound to be difficult if not unbearable for the particular infants and the old people.

The health condition of the people is even worse with the non-provision of adequate safe water. It is highly regrettable that water, a necessity of life is inadequately available to many parts of Africa includes Nigeria. This has brought about high negative consequences in the lives of Africans particularly in the rural communities.

The high level of health problem in Africa can toa large extent to be attributed to lack of safe water to the people for their consumption and to their animals in places where animals husbandry is both economic source of revenue and subsistence agriculture.

More often than not, there have been outbreak of cholera, and dysentery involving high level of loss if human lives with obviously negative consequences in manpower reduction. Animal often times have been infected by water borne diseases leading to some drop in the protein content of human nutrition in the continent.

The often mentioned guinea worm epidemic in part of Africa is as a result of bad water. Many people in African countries including Nigeria are victims of the deadly guinea worm disease in alarming proportion.

The final analysis is that safe water is highly in short supply to the people of Africa. This exigency has forced the majority of the people to contend with highly contaminated water for both consumption and other domestic uses. The
more pathetic thing to note is the fact that a greater percentage of the people are illiterate making it more difficult for them to take proper measures towards making their water safe enough. Hence they make no effort to take precautions.

In part of Africa, stream and water pools form the sources of water supplies to the people. These water sources can be better handled, improved and treated for human consumption.

This has been neglected by the government, thereby eluding the people the right and opportunity to safe water consumption.

In addition to the poor nature of the water available, many people walk several kilometers to the water locations. This is because there are no streams near their hamlets/habitations thereby making their situation more difficult and worse.

The sad and pathetic situation in the African Society deserves not only an urgent attention but also a genuine commitment to the cause of providing adequate and safe water to the people for their convenience and livelihood. The Africa Safe Water Foundation is borne out of this desire and cause of alleviating the suffering and hardship of the Nigeria people through the provision of adequate and safe water for their consumption and other domestic needs.

This we intend to do through the articulation and implementation of proper water scheme and policy for the people as complementary efforts to those of the government and agencies in this regards.

We are aware of the obvious negative consequences of non-availability of safe water to a people anywhere in the world such as poor health and disease, poor sanitary conditions of the environment among others and would
work hard to reverse the trend in our full understanding that a healthy people are a wealthy people and that a healthy nation is a wealthy nation.

We also recognize the provision of safe water as the right of the people to good health and as a matter of necessity and obligation of the government and non-governmental initiatives.

Through our implementation policy, we would carry out our objective which includes the provision of safe water to the people of Nigeria, assisting in improving the people’s health condition, improving the environment, dictating through survey areas where safe water is lacking and determination the urgency of need for effective action and educating the people and government on the need for adequate safe water as well as on the dangers of lack of if as it pertains to human health and the health of the environment.

As a non-government, non-profit making and humanitarian organization, the Africa Safe Water Foundation (ASWAF) appeals to your kind spirit for assistance in order to help the people particularly the peasant rural dwellers enjoy adequate and safe water in order to enjoy improved health and better environment.

Without help from your kind spirit it will be obvious that these rural dwellers will continue to live with this problem world without end. In the spirit of being our brother’s keep and loving our neighbours as ourselves, we owe it as a duty to God and mankind to live in services to our fellow people and through fellowship.

We would like to observe that these people are not the cause predicament. Their pathetic situation is caused by both nature and human activities such as bad leadership, bad economic policies, massive corruption by leaders and
above all conflicts and brutal wars.

These factors have forced them to grapple with suffering and difficult times. They cannot help themselves enough without assistance from everyone who can afford help.

The Foundation is borne to assist in helping out to liaise with the government and agencies as well as with corporate bodies and individuals, locally and overseas in seeking for funds to carry out their water project in areas of need to the benefit of the people.

We hereby make a humble appeal to you for financial assistance to help us fund (Several) water projects in some rural communities in Nigeria and hope that you would be touched specially to assist us help the less privileged.

5. PROJECT OBJECTIVES.

  • To assist in the provision of adequate safe water to the people for their consumption and other domestic needs.
  • To assist improving the health condition to the people through the above.
  • To ensure a clean and healthy environment for the people.
  • To help eliminate the attack of guinea worm and other water borne diseases
    which are inherent in the usage and consumption of contaminated water.
  • To assist the government and agencies in our little way in living upon to
    their responsibilities of providing adequate and safe water to the people.
  • To use opportunities of our contacts with the rural people and the
    government to educate and inform them on the danger of lack of safe water to
    human health and the environment et cetera.


6. TIME SCALE FOR THE PROJECT.
The project is planned to last thirty (30) days.

7. COMMENCEMENT DATE OF THE PROJECT.
This will be determined by the availability of funds. We appeal for year urgent response in this regard.

8. TERMINATION DATE OF THE PROJECT.
This is not yet known since funding assistance has not been secured. As soon as funding is secured and effective date decided, we can fix a tentative date when project could be concluded.

9. ACTIVITIES TO BE CARRIED OUT.
There will be media/press conference prior to project implementation date to brief press concerning the project and why we decided to intervene.There will be enlightenment campaign to educate the people on the need to insist
on safe water consumption.There will be education of the people on proper water management and on the proper management of water facilities.We will engage in post project implementation monitoring to ensure proper
maintenance of facilities for continuity. Above all, boreholes will be provided for the people for adequate supplies.

10. TARGET BENEFICIARIES OF THE PROJECT.
The target beneficiaries of the project are those in the rural communities where water scarcity is high. The people, due to illiteracy are highly exposed to the consumption of contaminated water, which had to the high tendency for their being infected by water borne diseases such as cholera, typhoid fever and guinea worm attacks. The implementation of the project will give them a new lease of life and promote their health.

11. OTHER COMMUNITY BASE PROJECTS CARRIED OUT.
We have been carrying out voluntary services of dictating burst and leaking water pipes in the various metropolis in Nigeria and we have been assisting the water agency ( the water corporation) in carrying out repair works to
ensure the delivery of safe water to the people. We have also carried out some water project in some rural communities. These efforts have made some appreciable impact on the lives of the beneficiaries.

12. CONSULATIONS WITH THE STAKEHOLDERS
The organization will be in constant with the stakeholder(s) throughout the project and we would appreciate any useful advice that would help in achieving the project aims. Logistics and technical assistance would be highly welcome. Contribution of staff to work in conjunction with the project staff of the Africa Safe Water Foundation in the areas of project implementation will be very ideal and highly appreciated.

13. RISK.
The project has up to 98% success possibility in the target communities as inter communal and intra communal clashes/violence are most unlikely to occur. There are no possible constraints that may face the implementation of
the project, as technical arrangements are readily available.

14. PANNED PUBLICITY.
Media publicity will be highly used for awareness creation to the people and the government concerning the project and to educate them on the need for same. The purpose of the project will be known to the people. The choice of
beneficiary communities will be determined by urgency of need and this will be explained through publicity. Publicity through the media will be embarked upon before the project commencement, in the process of the project and at
the point of project commissioning. This is to keep the public abreast with the stages of the project.

15. AMOUNTING OF FUNDING REQUESTED.
N5, 725,000(Five Million, Seven Hundred and Twenty Five Thousand Naira Only).This amount will cover all expenses concerning the project implementation, consulting charges, sundries etc.

16. OTHER SOURCES OF FUNDING BEING EXPLORED
We are making a wide range of fund sourcing through writing. The requests for project funding assistance are accompanied with our project proposal. The search for funding continues and we hope that you will be assistance.

17. MONITORING AND FEEDBACK.
The project will be directly monitored by the project staff of the Africa Safe Water Foundation (ASWAF) IN conjunction with representatives of the Funding agency (ies) or individual (s) as the case may be as well as by the
press. We would as well welcome and appreciate the presence of the government through its representative’s officials.
